December 4 - The Federal Land of Bremen has initiated a Europe-wide tender procedure to find an operator for the Offshore Terminal Bremerhaven (OTB).

"This is a further important step towards the realisation of our new heavy lift terminal for the wind energy sector," said Martin Günthner, Bremen's senator for economic affairs and ports. The planned facility will have an annual handling capacity of up to 160 wind turbines and foundation elements.

According to the current plans, the contract will be awarded in the fourth quarter of 2015. The operating contract is expected to have a term of 30 years.

Each bidder and each member of a bidding consortium will be obliged to provide proof of its economic and financial efficiency, as well as its technical capabilities. Bidders are also required to present reference projects from the three financial years, which are similar to the operation of the OTB: such as terminal operation, on-shore transhipment and/or logistics services for wind farm components or heavy lift goods.

A separate tender has to be conducted for the construction of the OTB infrastructure. Assuming that both tenders and the planning approval procedures go smoothly, it is anticipated that the new terminal will be inaugurated in 2018.

The OTB, which will have a gross operating area of approximately 25 hectares and has a planned water depth of 14.5 m, is to be operated all year round. The quay on the right bank of the Weser in the south of Bremerhaven will be around 500 m long and have two to three berths for jack-up vessels. The first 35 m of the terminal from the quay wall will be capable of handling heavy weight cargoes.
