A debate on the role of abnormal transport in delivering Europe’s green and military agenda will take place in the European Parliament on October 15, as the European heavy transport industry continues its lobbying efforts.

The high level debate is the latest in a series of actions taken by representatives of Europe’s heavy transport industry – including the European association of abnormal road transport and mobile cranes (ESTA). It is part of a concerted lobbying campaign to ensure that Europe’s decision makers and regulators understand the importance of the sector to their economic and military goals.

The debate will cover work currently under way to revise the EU’s Weights and Dimensions Directive, which plays a key role in regulating the industry, and the size and weight limits of vehicles used for road transport.

The proposed revisions of the directive include the introduction of the Special European Registration for Trucks and Trailers (SERT) as well as a one-stop shop per country for permits; standardised permit application forms; use of electronic permits; harmonisation of escorting rules and vehicle markings; a ban on language requirements for drivers; and a request for permitting systems to be available in all EU languages.

The debate will also cover the EU’s recently published Military Mobility Package, which raised the issue of investing in abnormal transport corridors across Europe that can be used by industry and the military.

The event will be hosted by Elżbieta Łukacijewska, a Polish MEP who serves on the European Parliament’s Committee on Transport and Tourism.

ESTA director Ton Klijn said: “With so much happening in Europe and the world at present, we are keen that our political leaders and regulators do not forget that the efficient operation of our industry is essential for Europe’s safety and well-being. So, this event is part lobbying exercise and part detailed explanation of why the reforms currently on the table must not be overlooked and should be put into force as soon as possible.

“A critical point is that the reforms should sit alongside the development of dual use, pan-European heavy transport corridors for both military and industrial activities. The debate will take place in the European Parliament on October 15 from 15:00-17:00. Attendees will have the opportunity to hear from experts about the role of abnormal transport in green investments and military mobility, the impact of abnormal transport on road infrastructure as well as about the existing barriers faced by the sector.

A panel discussion with decision makers and stakeholders will be followed by a Q&A session.
