Empire Energy and UK-based heavy lift consultancy Ellevo Group formed a strategic joint venture to meet the evolving demands of the offshore wind industry, operating as Empire Energy–Ellevo (e³).
Targeting markets in the UK, Europe, the Middle East and Africa (EMEA), Asia-Pacific (APAC) and Latin America (LATAM), the joint venture combines Empire’s operational experience with Ellevo’s technical expertise to enhance project delivery in the lifting and transport consultancy sector.
The venture will provide lifting and heavy transport operations across the offshore wind project lifecycle, from pre-FEED and FEED studies through to marshalling, pre-assembly, commissioning, and operations and maintenance.

e³ intends to support developers, OEMs, and tier-one contractors with the advanced planning, engineering insight and operational delivery.
In addition to experience on several projects in the UK, including Hornsea 2, Neart na Gaoithe, and Hinkley Point C, the joint venture will also benefit from Ellevo’s growing presence in the Middle East, the company said. It has been serving in a lifting management and assurance role for the NEOM project in Saudi Arabia and has an expanding portfolio in Qatar’s energy sector.
In March of this year, Ellevo – which was formed in 2023 out of Warrington in the UK – signed an exclusive, long-term joint venture partnership with Petrofac Qatar (PETRO-Q) named Ellevo-Q.
Its team was also recently boosted with the appointment of Steve Moran as a senior lifting engineer, bringing more than 30 years of expertise in the planning and execution of heavy lift and transport operations to the role.
